But then again the 1070 should drop between 300-400 and could be expected to be as powerful as the standard 980 (if the usual cycle is to be trusted) just with 8GB Ram instead of 4 (which will help with anything… -

My GTX470 works fine. I wouldn't get a x60 or x20, make sure to get x70 up, like 470 or 570 or more. the 460 and 560 are way lower speed compared to the first ones. -
video cards
so I am in the market for a newish video card. my current RTX 2070 ( 8GB) is getting a little dated. I was thinking of either a 4080 or 4090. Could get a 4080 for around £400( $530) The 4090 will be around £700( $926) . is there really that much difference between the two? -

It really depends on your budget, I don't live AMD anymore because of the drivers and other issues I came across I got a GTX 680 and was glad I spent the money. The GTX 670 came out (hard to get cause of stock) but thats possible, or a 570 or like Sean posted a 560ti. Can't go wrong with those. -

I'll mirror what was said above, you'll be looking for the $phong function if you want to use a specular map in Source, as opposed to what you're using which is basically creating an envmap, with a specular (hence your model looks like chrome).
