never used torque but all engines i worked with just link the model including bones (if facial rig is needed) to the head or neck bone -

Media Player Classic: in addition to being a rocking, lightweight, full featured, multi-format (including real and quicktime) player, can also do this. -

I played around with it while working on a mod with some of the Crytek guys. Didn't work for me. But the example files included looked pretty cool. -

i dont think it will have any limitations on modding, but they'll have to make sure they dont INCLUDE SEX MINI GAMES IN ANYTHING anymore.
