We still don't know enough of the use of the gun. For example, Unreal does not have this 300 Poly limit afaik. But for me the single bullets looks like part of the magazine. And the magazine part of the gun. So the whole asset can pretty much simply be one mesh, part of the rig. One draw call. Dynamic or not.
Little UDK test with modular trim parts. Had to do some reworking of the trim parts to day. Somehow I lost track when modeling them and the high poly parts were not modular.... Took a little cutting up and moving of the deco elements and they were good to go.

Got in the triangles on the top using instances in maya, added some stuff to the back of the model so it looks cool, and started on blocking out the fabric parts. I had to make the top part a lot bigger than the concept to help make the triangle parts make sense in 3D.
