I don't usually work with deformers and stuff but you can try setting the "Deform Influence" to a polygon selection set:

A simple workaround is this: Set this to Total + Selection. And then select everything in the viewport. It culls per object and not per polygon, but it should be useful.

Extruding edges sometimes makes them backward, and I believe the create polygon tool always makes them backward.

Try deleting the polygon that's closing off the leg.. That's the only thing I see... could be something more complex tho.

maya complete has grass paint effects..you can make your own tho, and convert them into polygons

Stack the UV's on top of each other. You'll need to have enough polygon subdivisions to do this. But it shouldn't be too hard.
