There is no direct relation to how many tris = what texture rez. As far as I know and im pretty sure there isnt. You can have a 512 on a flat plane that is only 2 tris or one that is a thousand tris. Try deleting your Photoshop preferences folder, located in the /AppData/ directory. Restart Photoshop afterward and run NDO again. That will clear up the vector drawing problems.
