I would also say it depends also on the Artist. We have other workflows here in the studio for Junior Artists that need a lot of help. Its easier for them to start in Maya with a blockout. I first started with zspheres in zbrush and did a blockout/ minor detailing. Then I retopo'd it in 3dcoat and once that was complete, took the new base mesh into zbrush to do final sculpt.
