I was about to explain that trees in AAA are almost always SpeedTree, but then I realised who was asking. 😋 So instead I'll ask: Do you have reason to suspect its not SpeedTree?
SpeedTree will let you import a mesh into the modeler and model foliage around/on top of it. SpeedTree also generate LOD's, wind effects, AO, automatically on exporting to UE4, Hope that helps!
I used speedtree for that. Speedtree creates billboard and material by itself. you can study it and create master material out of it and then you can create the billboard in a 3d package also and assign the baked textures.
I made the intial landscape using gaea I also made some of the tress and grass in Speedtree I was able to setup a pcg folliage setup in unreal engine to layout the scene.
