Selective depth of field on ironsights (i.e. COD4)

Am I guessing right that there is a weapon specific mask texture with a blur shader that gets only activated when switching to the irosights? Or is that some fancy engine coding work? -

photoshop help
Can anyone point me to some good tutorials on Photoshop? I need basic to intermediate level, its for my mum, she decided she wanted to learn at the age of 52, to do the flyers/menu and etc for a little restaurant that she runs. Thanks in advance for the help -
