Nail down head neck and shoulders shape/forms first then you could start practicing individual features and adding it to the mix Look for bold or shaved ppl for head shape or skull if you ignore the face
Look at something like planes of the head to get a basic breakdown of the head. Then just get lots of reference of muscle structure and real people to sculpt the proper anatomy and how skin and muscle lay over the skull.
At last I had time to work on it. Finished the head and made some lowpoly hair to see the shape of the skull. This is my very 1st hair attemp and it's not good enough but I think a nice 1st try :-)

Here's an idea - Make a new Morph Target where you just scale down the forehead and top of the skull - add that to your Morpher, and just leave it on 100% all the time. That'd do the trick, wouldn't it?
