a jpg is just the final output chosen by the artist. the actual source of the jpg image is the 3d geometry created in one of the many 3D applications listed above

The way Ptex is implemented in 3D-Coat it would work just fine in games or any 3D program for that matter, whether that program has Ptex support or not.
