Trouble with geometry-based hair in Blender 2.8

I'm currently working on a character project in Blender 2.8, where i'd like to create hair in a similar vain to Wind Waker or A Hat in Time. After looking around, i've found that these guys do it by creating a hair "cap" by drawing vertices over the head of the model that they've made, starting at roughly 4:30 into the video. https://youtu.be/keO35rTe_t4?t=270 I cannot, however, figure out how they've managed to get Blender 2.8 to allow them to draw connected vertices along the face of the head object. I've looked into snapping and drawing vertices, but the closest I can get is duplicating existing vertices, and I cannot get them to snap to the faces of any objects. Can anyone help?
