What program was likely used to make the models shown in this video, and how did they do the hair?

I'm creating a game based on this cinematic https://www.youtube.com/watch?v=fjrfYZsZLJA. There is another video that overviews the creation of the cinematic, but not in much detail. I'm a software engineer, not a 3d artist so I'm not familiar with the software they are using in the breakdown video shown here: https://www.youtube.com/watch?v=8cz-LsIHL8o&t=1s

I've managed to create a model that matches the one in the video, but converting the hair mesh into realistic looking hair is something I don't  have any experience in. I've tried following some tutorials for Blender and Maya, but it seems that using a particle system might not be how it was done for the video. Does the software they used to make the original have a different way to do hair, and if so how might I best replicate that?

Below is a screenshot of the model before and after adding realistic textures and rendering, My model looks identicle to the one on the left, and I'm having issues in the details.
