I have done much harder things already don't think what left will be any problem for you For the jaw you can either cut what you already have to form the mouth or model bottom jaw from primitive just like you did with his wing things , same for tusks get a box and extrude to get the shape you want later can combine with main form and fuse them together if you like
You could also try sculpting the basic forms of this model in Sculptris, and then retopologizing what you have afterwards if Zbrush is out of reach. Sculptris is free.

I've used Sculptris before but I'm much more comfortable with using edit mode in Blender right now I'll learn how to sculpt eventually, I swear!
