Right, don't try anything fancy. Just put scratches into the roughness channel. Done.

I once had the same problem. It's roughness.
Make sure they're also set to non-metal. Rust, dirt, smudges don't reflect the same amount of light as metal does.

For most materials, no. It's only there as a legacy feature, or in case you need to override it.
