Skinning Scale Problem

Just finished up skinning a character and am having some vert problems. Every time I scale the character down from the main control, verts from the pinky snap to the root bone. Looks like they're skinned to the root bone. I checked the component inspector, flooded the verts in the skin weights tool and tried just straight up painting on the verts. Everything seems to be in order as far as I can tell. Anyone have an suggestions as to what may be causing this and how to fix it?
