I know how to make tiling textures in photoshop and all that...
I was just looking for a stand alone program that can take a lot of the tedious work out of the process.

Not just for tiling textures but has a tiling mode.

Seamless Texture Generator isn't free but it's affordable ($35 USD) and does a better job
