I'm pretty sure that the speed is capped not by technical limitations, but by screen refresh rate or unity cap, or Windows screen refresh rate or something. But seeing as you're working with Quake 2 level fidelity I don't think you're going to have any real performance issues, really.
I'll dig up my old (2003-ish) PC in a bit and see what it does. It should be the lowest PC anyone might use for this kind of content. I mean, seriously, it's a decade old machine.

Yes I'm pretty sure it's the screen refresh rate, because I'm getting 60 at work and 50 at home. And my home pc is far more powerful than the one I'm using here at work.
