working on a cool scene. watch the progress (and help please.)

I am trying to turn this cool concept image into an environment in UDK. I intentionally chose a fairly simple scene as I am pretty much starting out and I didn't want too big a bite right now. I'd say I am fairly advanced with Photoshop but pretty much a noobie when it comes to texturing.

This is the concept I am turning into a real scene.

My problem

What I currently struggle with is how to overlay decals in photoshop like way. I found out that there are some blending presets in the material editor but none of them seems to make it look natural. They always introduce some level of opacity. How can I deal with this?
