Could be wrong, but I'm pretty sure that the "ignore users" function only hides their comments on the forums when you are signed in. They will still be able to send you PM's.
If you've already blocked me then maybe you won't be able to see this now, but I just want to apologize for the mean things I may have said. The truth is, that I was the worst player and I couldn't accept that. I took it out on you and for that I am truly, truly sorry. It's taken a lot for me to admit that and I just hope that you can forgive me and that we will once more be able to meet on the battlefields of Reach... AS BROTHERS.

Then on the menu to the left, under Settings & Options, click 'Edit Ignore List' and add the name.
