Animating Blowing Flag

Working on a flag for a level, I was wondering how I need to animate it in a way that it loops to look like the wind is blowing it. I'd imagine it's a scrolling tileable deformation map or something, but I don't really know how to do it, and can't seem to find a good tutorial(or any for that matter). How can I animate the flag and bake out the animation?

Cloth sim? I think there is stuff like that in Max.
My only guess. You can actually pin a plane down or something and actually apply physics to it and wind modifiers so that it actually floats and waves like a flag but stays on a pole or whatever if I remember correctly.

yeah, i tried google, but theres too many flags blowing for normal animation, and not for games. I think it's just a moving texture of a "render cloud" in photoshop thats applied as a deformation, and then looped, I'm just not sure how to do it, as i've never done anything like that before.

I wrote up a mini-tutorial that goes over baking a cloth sim to bones, in case you want to use a animated looping prop instead of expensive cloth sims.
