Shrink wrap a mesh around another

I searched the forums, and I didnt find anything on this subject:
I have two character meshes - one is a slim character, and the other is a bulky character. I'm wondering if there is a way to take the slim character mesh and shrink wrap him around the bulky character. What I'm trying to do is find a quick way of deforming a mesh to fit another mesh's proportions. A simple scaling won't work because I need certain parts of the body to stay consistent.
