The highpoly tank looks good, some higher resolution screenshots would be appreciated with some images of the texture sheets you are using (diffuse, normals) so that we can have a good look at normal map.
On the other hand, I'd suggest to use UDK instead of UT3. UDK has an up to date version of unreal engine 3 with more features.
Can't help you with the Xoliulshader since I don't use 3dsmax in a day to day basis, but there is a whole thread dedicated to it if you look for it on polycount.
You can't render the xoliul shader (with mental or default) unless you screengrab your viewport which will take a lot of time.Use mental ray shaders for hipoly work .

your animation is kind of wonky...why not just do a nice smooth 3/4 angle turn around?
