CPU problem

hello guys.I don't know if u guys can help me with this problem:
Whenever I start up my hp laptop,It says installing and then this window comes up:
''please wait for windows to configure microsoft sql server desktop engine.''
It takes forever to install and when i cancel it,it takes like an hour to go away and this happens everytime I start up the laptop.
Is there anything i can do,I need to continue my animation?Or should I upgrade from windows vista?
