I was looking at this again and noticed that you have a sphere shape in your normal map for the eyeball. Do you notice much benefit from this? In the tests I've done it never seemed to help so I typically don't bother and just leave it the default normal map color.
I checked it out, and the plot thickens. The shape on the normal map certainly is a sphere, but its green channel is reversed (compared to the rest of the normal map). The effect from applying that to the eye should be reduced changes in lighting vertically, and increased changes in lighting horizontally. I'm not sure why he would go with that (assuming it was intentional), but maybe it's one of those tricks that helps make believable eyes?

Yea, that's pretty much what my tests were like too. The normal mapped sphere kind of gets messy compared to just using the low polygon mesh's normals. I didn't even notice the flipped green channel on the eye, but yea, I dunno what that does. Come on, Mr. Skullface! Reveal your secrets!

I have been meaning to take the time to read thru these series of WIP you, haz and the rest have made. Really happy to finally see this!
I think it turned out really great, you totally pulled off the simplistic yet stylized look you were going for. I was gonna say I think the face texture could use a bit more color variation, but after thinking about it, I'm not sure that would actually make it better. I think the simplicity of the color pallet really works well, and its been awesome to see your process. Great job man!
