Issue with scaling in 3dsMax

I have this really odd problem where I can't scale things like edge loops of a cylindrical object on all 3 axis, but instead on on 1, or 2.

I don't know what I'm accidentally hitting, but my cursor basically goes from being a triangle that is closed (3-axis scaling) to a triangle that looks like its unwrapped.

How do I solve this annoying problem I run into all of the time? I cannot scale cylindrical edge loops because it causes them to become distorted on the axis that is not touched if I scale with 2 axis.
