3ds Max Normal Map bake problem

I'm not getting a Tangent-space normal map when I do render to texture I keep getting Object-space normal map is there a setting that needs to be changed?
I'm using 3ds Max 2012.

I just opened up a new scene and merged the elements I need and re-baked but I has broke before after doing that so I hope it stays for now.
