They're looking for both ideas and potential people to add to their freelance list.
For those of you thinking "Ah, they're just looking for awesome concept artists." Well, according to a blog post he made

I’m looking for examples of every style imaginable – comic, realism, photorealism, surrealism, modernism, and just about any kind of -ism you can think of. I’m interested in all types of render – loose and painterly, super refined, 3d renders, simplified, edge dependent or not, photo-manipulations, pencil sketches, and any other treatment you can think of (even sculptural!) The one think I’m not willing to surrender is our commitment to quality. So make sure you rock my socks with quality.
So if you're not as boss in 2D work, you can still pull off some of that 3D goodness. So, get cracking.

Though the "Please Note" section is throwing me off with them referring to the artwork submitted as "your portfolio / or / Portfolio".
Either way at least this is a new opportunity.
