Copying animation between layers in Maya 2012

Hey guys and girls,
I'm having an issue copying animation from one animation layer to another one. When I try to select my control objects on the BaseAnimation layer and do a CTRL+C or Copy from the Edit tab, then switch to my NewLayer and try to paste, I get the error "No objects selected to paste keys.
When I try using the "Extract Animation' option, it creates what I can only describe as an instance of a layer which doesn't really work either.
Google has yielded almost nothing helpful, so I'm hoping you guys can help me out here.
