when I was making the lowpoly for the tracks for the tank im making by using a rectangular spline . However, I noticed that the polys making up the tracks are uneven. This would pose a problem for an animator as well as modular highpoly modeling. Is there a way to get the edge loops in the track to be spaced evenly?

The wheels will all have the same textures and rotate.
The Track will be a tiled and pan.
For that you ca use the "Normalize Spline" modifier. It does take some tweaking afterwards to get right though.
