On a whim I started link hopping some Japanese 3d blogs. I was curious does anyone know of any good foreign sites/resources that we might not otherwise come across.

Yay! I was hunting for similar stuff a little while ago. There are some very impressive low-spec pieces out there - and quite often available as downloadable package to check out in a viewer.
Well there is really a lack of something like Polycount for the japanese community, i notice when working for Japanese companies and with Japanese, that the biggest value i have is the knowledge i can take from places like polycount, We share all those small technique that saves time and makes things look better. At Japanese companies they either do work arounds or figure it out slowly by themselves.
Since iam majoring in Japan Studies, i also searched for music Boards in Japanese but man it's kinda hard finding anything community but cool links will check them out since iam right now really into doing some J-Rock VK JRPG style stuff.

What I want to see is portfolio sites of Japanese artists. I wanna see animations from Zelda and modelling from Metal Gear dammit! That is, if they're even permitted to show them by their workplaces...

I've been doing screencasts on google with my co-workers. Gives me a chance to speak more Japanese, and share what I know. Usually it is things to prepare for the next work day. Here it is like "You want to know how to do it? There is a book on it.." so many books on stuff that is pretty much free on Polycount.
I've heard it said in podcasts and also in conversation with folks who have worked with Japanese developers that, generally speaking, they aren't as in to sharing information. I don't know if it's a cultural thing or if they just prefer to play things close to the chest. I've heard that, typically, even when Japanese devs give post mortum keynotes at GDC and such, they aren't nearly as transparent with juicy techniques and such as American studios are. They will talk about the project, but not in a way in which anyone listening could glean useful information that could be replicated and built upon.
That could all be completely untrue, it's just what I've heard.
This hypothesis would totally explain why many Japanese studios are just plain falling behind on the international stage.
in a certain way yeah... just see the way western games are taking over the scene over eastern games. eastern games are becoming some kind of niche over time... and MANY eastern games dont even come out of their original country. which is a total shame
Well, last time I checked most of Japanese AAA titles were looking pretty sharp both technically and art-direction wise. Asian MMORPG market seems to be doing great as well.
It's true that many games never actually go worldwide, but they seem to be quite culture-specific anyways.

not taking away any merit for their work, at all... indeed we're talking what was said before was market-wise.
and yeah, there is always this cultural shock between most asian games and gamers. many references in eastern games that made it to the western side are not even noticed by gamers, which is sometimes a shame (just to mention one that comes to mind, the mushroom in super mario)
It is like "We are paying you to get better and do this job" so I can see why the mentality to not share is there. I am lucky that my producer knows that not sharing what you know is not healthy for a team, and encourages people to share what they know with co-workers.
Gotta say, from my little time in Japan I noticed they're a lot stricter on imagery and copyrights. No photographing signs almost everywhere and all the books and mangas out there are kept plastic wrapped, barely any browsing at all!

The whole country is like that. It was up until a few years ago I could not pump my own gas at many stands.. for safety reasons of course. DIY stores like Lowes/Napa Auto and (what is the other one in the States?) sell things that enable you to fix and repair ANYTHING. Here is opposite, you can barely fix a hole in your wall with the things they sell at the DIY stores. Anything happens, first reaction is to "call someone". Stores for contractors(autoparts/house stuff) are almost a buddy buddy system, you can`t get the good price if you are independent contractor.
