So i am using 3d paint tool in maya to remove some of my seams from this asset.My Maya sometimes crashes or sometimes displays this warning message in command line.{I have tried using my paint ool on basic cube and it was working fine, i even tried it with more than one UV set.}

I think it looks good! What happened to the broken parts that you wanted to model in?
You could model out some trims on the bottom of the fountain like in this example. If they are not too exessive you could even get away with it without baking it anew. If you're not quite sure how to do it check out this tutorial. She calls the technique "modeling to texture" or something like that.
Maybe you could model out some moss and some alpha planes for grass like in these examples:

But i am done with this one for now.I didn't include broken parts in this because with this asset i wanted to try using two UV sets and using modular modeling parts(wouldn't have been possible if i broke parts), both which i accomplished.
nevertheless, your throughout support and suggestions during this whole project was highly motivating.With this said, i submit my final result for all.
Moving towards my next asset with much learning from this one.

For diffuse i just slapped some base stone texture and AO, will do more work on it now.
I imported my model into UDK with these UV sets.
