Youtube - movies 360p and 480p - question

When I watch some movies at youtube, I think about one thing - there is written 360p and 480p, so why the playback window for these videos has always a bit higher resoulution?

for 360p videos , the window is 700 x 395 pix (+- )
for 480p videos is 930 x 520.

Why do they scale videos with exaclty 360p for higher window? Why do they do it to 35 pixels (vertical). It's a bit ridiculous to do it for better convenience :/
