Hey all. I've never done 3d modeling before and right now is when I could use it most. I'm sure some of you have heard of the game Team Fortress 2. Well I made a 2D effect for their Unusual hats called Voltage. I submitted to their workshop but only as a 2D effect. I would really like someone to help me in making it or someone teach me. I hope this isn't a lot to ask and I don't think it would take that much time but nonetheless please reply back or if you have Steam add me. Here is the effect I want to have in the game.

Imagine volts just going off and on and flickering... If you've ever seen Voltorb from Pokemon I don't know what the thing is called but just those streaks of volts go around him. Maybe like static looking! I want to try and come up with something like that for all TF2 hats. Please somebody help! Thanks so much for your time

I'm sure that if someone wants to help you, you'll find him there.
1. Create a bubble of mesh around the hat, and use a transparent shader with a scrolling texture or two. If you distort the UVs right, the texture will warp around nicely as it scrolls.
2. Use a particle effect. Rising/rotating/flickering particles mapped with an electricity texture, maybe with a flipbook animation of electricity.
