I have a doubt about textures when the model has normal map and specular.
in this case should i worry about painting lights, glowing things, set the light direction or should i leave it completely "flat" and put these details only in specular, gloss?

Sounds like a lack of understanding of what normal maps are for.
Baking lighting into your diffuse textures can be affective for getting AO and other semi-non-directional shadows.
Some highlights can be painted in to accent your forms, but in general your diffuse should be pretty flat if you're using normal maps.
