Ok I got the modeling down, and I got the texturing mostly down. But I have no clue as to attaching a gun model to a character model in Team Fortress 2. I don't know if this is the right place to be asking but I got nothing. Anyway here is where I stand.

please say I don't have to animate these things when I submit them to valve?

You don't need to make custom animations either. Most cosmetics/weapons use the default animations.
As for decompiling the grenade launcher. the problem seems to be that .obj don't hold joint information. so whatever bones/joints you make just vanish after you make said .obj.
By the way I'm using Maya. I have been using SDK item test to turn obj into smd.
