This isn't just the Builder Brush arrows (There called Transform tools, for anyone who has the same problem), and it doesn't just happen on that mode in the picture below, also happens on rotate mode.
Basically, my problem is that the arrows used to edit whilst in 'edit mode' are lopsided and aren't straight to a 90 degree angle, there just off-place. It's weird because It just happened, is there a way to snap them back into position? Sorry Im a real newb at UDK at the moment, so any help would be appreciated. Thanks.

the problem it is, it is set to use local coordinates, so it is point up the vertex normal instead of the worlds coordinates.
what you want to do is change your coordinate space to "World" in the top toolbar.
