Yeah, cook torrance should only be used for metal and only rarely then. It's pretty heavy, and the controls for it's Roughness/Fresnel/Strength aren't exactly intuitive.
You get almost the same control, but with more flexibility if you use a Schlick-Fresnel and a standard Fresnel instead on a Blinn.

Very cool and useful discussion here, so interesting in fact i've decided to try and recreate an oren nayar shader based on the info found here.
