No Texture Streamimg flag makes my world Black

Does anyone know why when i use the -NOTEXTURESTREAMING flag from the the front end it seems to not load any textures? This used to work. I have had a look around and found someone had the same issue on the UDN forum but there was no answer given. Any ideas?
