Sub division loop problem

I need some help with how I should construct my loops, for the main road no problem but for the smaller sections I don't know how to implement a loop. I can use nurbs but I want some challenge and use subd.

A little more information would be useful .... but if your using max there are several options.
Max's over a surface or grid. A Very nice tool
Use Splines, Close and convert to a poly, into which you can 'cut' the edges you need.
Use splines, with Cross Section and surface modifiers to get a better start for straight roads, but this wouldn't work on junctions.
Create a large plane and cut directly into it.. though Max's cut tool is messy.
I dont think anyone uses Nurbs anymore? But I could be wrong.

I know I can do it with splines but I would like to know a solution using sub division modeling with loops, as a challenge.
With nurbs I mean using rhinoceros or solidworks.
