So, you can't use heightmaps, and it's gotta be fairly low poly but dense enough for vertex painting/blending.
Here is the terrain from epic citadel, they have several paths unwrapped to be roads which then blend with grass/dirt textures:

Any suggestions for how to model it so these multi-UV blends won't be a pain to unwrap?
