Texturing Question

So I have been trying to figure out how to go about doing a ratchet and clank style. And I have been studying the environment screen shots and everything. So is it a painterly style but you are painting with normal maps and specular maps ? But with painterly style you do not use normal maps or specular maps, because you paint in your detail and light direction, so can anyone give me some tips on how to get started in this style ?

They use Spec maps, Normal maps, and all sorts of shaders in the newer R&C games. You might want to check out CreatureBox, which is run by a few Insomniac Artists:
