As for the texturing I plan on keeping it as close to the source material as possible. One of the reasons I liked the piece so much was because of the lighting and color scheme.
The Concept is realy interesting! Good choise and progress so far JimeeB! I think the back town wall with the arches in it are to close! There is quite more space between! If u look on the picture u cann see, the arches are as high as the windows of the right front building u still created. Try to get the focus of it and pull the wall back till u get the same height between! Whould be my way to get the roughly space of the lower district / town
Make sure to follow the concept close. Some of your shapes are very rigid compared to the concepts. It's still early so I'm sure that will change. Just make sure to pay attention to the concept close.

The rigidness of the first few pieces is hard to get rid off without just making the models look skewey. But the houses and such down below will give me quite a bit more freedom for their flow and shape.

I also don't plan on building EVERYTHING out on this first go. I plan on building it to the shot to cut down on some of the need for detail.
Are you going to change the color scheme at all? The illustration is fairly monochromatic.
