I feel a bit silly for not knowing this but how does photoshop decide if your shortcuts are going to effect layers or brushes?

    not entirely sure what your question is. What shared functions do you think are going to cross over?

    but here's some handy shortcuts.

    new layer is: Ctrl-Shift-N
    fill with foreground: alt-backspace
    fill dialog: shift-backspace
    brush tool: b

    Sorry I should have been clearer, I want to use shortcuts like shif-alt-m/c/n to set layers to mutiply/colour/normal mode as well as just 1 to 0 for setting values, at the moment its virtually usless for me because randomly it will work on the layer or the brush

    If you have a brush active, it should always do it for the brush, if you want it to be done on the layer instead, what I do is switch to selection mode quickly (v), then back to the brush.

    Hmm yeah, but there must be something else to it as I can't control the brush deciding to change opacity or fill values with the number keys?
