It's pretty much the animation equivalent of Polycount.
As far as programs go, Maya and 3d Studio max are pretty much the industry standards. Maya is generally favoured by animators over Max, but Max has a larger market share in the games industry. Film and TV guys tend to use Maya.
Grab Blender, grab a book on Blender or read the animation tutorials, and get your feet wet. Being a beginner, don't mess with Maya or Max just yet. They are an investment anyways. Blender is perfectly able to get you started.
