I know that the normal procces for rigging a model is to normally model the characrter with it's back straight. but what if the character has an arch back and leans forward?

Would you model it with the arched back to better match the character concept?

(Below is just a sample of a character that matches my description).

    A good first step is to imagine what the character looks like standing up straight and go from there. Doing a couple of very quick pose sketches might be very beneficial for you here just to figure out the bind pose and later, when you're modeling you can re purpose it to study the muscle flow.

    That said, I would model this with the lower back fairly straight and then the higher up you get, the more it curves. Here's a good image of what I mean:
