Euro Hosting

I'm in Eastern Europe and looking to buy some webspace, but I've previously had issues with companies like Bluehost and others in terms of transfer speeds. They're US based as far as I know, and the FTP connection was quite lame as a result.

Does anyone know cheap or at least affordable webhosting based in europe? Something up to $100 per year.
