Okay, so the best one I found was this. I'm looking for an rgb additive wheel, not the painter wheel. This one is perfect, but the colours names are a bit whack. Is yellow-green really a colour? And is that blue really cobalt blue? Is there an exact version with universal colour names of this wheel anywhere online? Even the link pior posted the cobalt blue as a completely different shade of blue from this wheel. Is there a master index somewhere online with names, I could just build my own wheel if I was sure the names were correct and it listed the photoshop html colour codes.
TeriyakiStyle yeah that is what I'm looking for. I assumed there would be some standard naming convention for colours by this point in the history of the world. For example I could interpret your cobalt as royal blue and violet as purple.
There isn't any standard (Or rather, there's a million different ones). Just look at how different people define green and blue. It's really cultural and contextual. Some clarification on what you want this for would be useful.
The only time I can think of where you definitely need specific names or palettes are when you're working with a printing company, in which case pantone is a pretty widespread standard. The formula guides are quite expensive though.

on a regular wheel... Not to mention that names vary from one brand to another.
I think the closer you'll get is something like this :
