My brother has been programming for a couple of years and wants to learn more. Now I know polycount is a great site for a 3d artist like me. But does anyone here know a great programming forum that has a lot of knowledge that can help him like polycount has helped me.

Tigsource has some good info. Another thing to try is to the respective language or engine to which you are programing. Unity udk, java, c# or whatever.
http://stackoverflow.com/ is a good place for quick help
reddit.com/r/programming - good general interest programming links and news
reddit.com/r/gamedev - good game dev articles and discussion
(assuming you mean game programming)

and has it's own wiki.
I'll throw in another recommendation for TigSource. I post over there under the same user name. Their "Technical" forum thread features a lot of coding advice and suggestions, and they have a great list of various tools. Their "General" forums are a bit hit-and-miss, but then what web community's isn't?
Gamedev.net still has a lot of good info packed in there. You just need to dig into the archived articles and avoid the "How do I maek MMO?" posts.
EDIT: Fair warning, their Geek Culture board is retarded half the time. Best get your general discussion from here.
