Pretty cool! I like that it basically has no legs, just arms... it's draggin' itself around (... draggin'... get it? ahhh)
Personally I think it'd look a lot meaner if you made the wings bigger, like about twice that size.
Also I'd probably make the bones individual objects instead of having them sculpted together, it'd look more believable, right now it looks like lumps of clay instead of actual bones... because of the joins looking like they're held together with putty or something.

but the facial muscles need more definition, if its intended to be scary then the bridge of the nose should be slightly lower, the guts and rib cage pulled in a bit more towards the bottom and the wings having the holes be more like tears or wear spots, atm they look like popped bubble gum holes.
Right now it looks a little "blobby". I'd say it needs more definition concerning what is flesh, where the muscles are, what are bones and what aren't.
The horns coming out of his head looks likes they were melt :poly136:
Also, the wings should need more love.
Actually it's supposed to be just like an arm, so you need a shoulder (there are none, it looks likes wings are popping out from nowhere), an upper arm and a arm, so a total of 1-2 joints. But here I see 4 or 5 joints ?
I'm ok with it if it was the original idea but I'd say it looks strange, especially with the bones along the wing which are very thick.
Such mass wouldn't have fly at all and certainly not with wings that small
So I'd say, make the wings bigger, wings bones thinner, more definition between muscles/flesh/bones and you'll be good :poly124:

Also, regarding wings, I'm always a big fan of the "finger" tips poking out below the membrane, ideally at the distal joint of the phalanges. It gives them kinda a clawed look which is pretty scary.
He's got two different styles of horns: The horns on top of his head are rather dreadlocky, but on his lower jaw they're smoother and pointier. It looks rather odd; I'd suggest picking one style or the other.
Shoulder joint feels awful low, and it's odd that the shoulder is poking out under the pecs. I'd bring it up and make sure that the pecs insert on the humerus not... that nonsensical bone you've got above it (The upper arm should fit into a rather unique joint on the scapula)
Is it supposed to have had rear legs at some point? I think it's a pretty cool concept if it's enough of a zombie dragon that it's just dragging its gimped out hips and damaged legs, as MoP suggested. If so, I think seeing some hip and leftover leg would add to its grotesque-ness.
Some spilled guts and intestines dragging behind would also be cool.
Last point: The muscles, especially in the neck, need a lot of work. You've got a pretty good-looking meaty texture to them, but the form doesn't really make much sense. I'm unfortunately having a devil of a time finding reference of the muscles of long-necked animals like giraffes or ostriches. I'd imagine the form is similar, just stretched out, as a human's necks:
