Sometimes, the best way to learn how to fight is to get your butt kicked. That said, as a fledgeling modeller, I decided to enter this contest, in an attempt to improve.
I chose Hsien-Ko/Lei-Lei from Nightwarriors: Darkstalkers Revenge, as she is on of my favorite characters from the series, and from Capcom in general.
When I first read the description of a traditional jiang-shi/kyonshee, the definition seemed to revolve around "Chinese ghost-vampire-zombie...that hops". So, I took that ball, and ran with it.
Forgive the poor-grade sketch, I was sick when I drew this.
Between classes and the tornado that decided to hit this past weekend, haven't had much time to work on her.

You should start over your mesh and get the hang of modeling a bit more. Right now I can almost see the subdivided primitives, lack of anatomy application, poor poly distribution (feet have more than the arms wtf) and lack of polygon flow. You can easily judge that by the sleeve here.
She is quite the hard character to model though because of ALL THE COMPLICATED CLOTHING, maybe something simpler like Lilith could help improve?
Hsien-Ko was the first idea that popped into my head (well, not really, but I couldn't think of a Felicia redesign better than the one that someone else is doing) and, I'm the type that likes to strike while the iron's hot.
